This awarded proposal for the William Jennings Bryan Dorn Veterans Administration Enhanced Use Lease capitalizes on existing features augmented with new infrastructure to create a campus-like fabric sensitive to the historic structures, trees and development patterns of the century-old grounds. The plan features a combination of new construction and adaptive reuse: the most imposing structure, the new 116,000 square foot VA Regional Office Benefits Building, is centrally located within the site segregated to address federal safety requirements.

The plan also provides a parcel for a new fire and police sub-station along Old Woodlands road, requested by the City of Columbia to address pressing fire response issues in adjacent neighborhoods. In addition to new construction, the plan suggests renovations to the 22,000 square foot Building Ten for adaptive re-use by the USC School of Medicine program currently located on the VA medical campus. The plan sets aside land for improvements to Old Woodlands Road and Garner’s Ferry Road for site access. Traditional, pedestrian oriented spaces connect structures by means of large sidewalks, rows of trees, and courtyards emerging in the voids.
